Apply for a visa in Philippines to visit France :
Permanent residents of the Philippines, Micronesia, Kiribati, Nauru, Tonga, Tuvalu, Palau and Marshall Islands who apply for a visa to travel to France as a single or main destination, have to lodge their applications with the agency responsible for accepting visa applications under the authority of the Embassy of France in Manila.
From December 13th 2023, applicants are received by TLS Contact in the visa application centre of Manila and Cebu.
Once the application form has been completed on France-Visas, the applicants can schedule an appointment on TLS Contact website.
Visa applications lodged in the Philippines are examined by the Embassy of France in Manila, the only competent entity to take decisions on visa applications.

Make an appointment :
When you have all the documents required for your application, you can make an appointment on the TLS website.
Appointment delays
- For short stay visa applications, submit your file within a minimum of 15 days before the expected date of your departure.
- For long stay visa applications, anticipate a delay of 1 month between the submission of your file and the expected date of departure.
Applications cannot be submitted more than 6 months before the departure date.
As per instruction of the French consular authorities:
- Only visa applicants are authorized to enter the Center. Any other companions are restricted, except authorization requested beforehand thru e-mail and addressed to our service ASSISTANCE
- All entering TLS Contact Visa Center are subject to security check.
For security reasons, the following objects are not allowed inside the Center:
- All battery-powered or electronic-powered gadgets such as digital camera, camera, MP3 player, CD, cassette or personal stereo, laptop or tablet;
- All kinds of bag, including bulky handbags, except plastic/paper envelopes containing the documents for visa application submission;
- All sealed packets or envelopes
- All inflammable products such as lighters, matches, etc.
- All sharp objects such as knives, scissors…
- All explosive arms and devices
The list stated above is non-exhaustive. Other objects may be prohibited as decided by the security. The Visa Center does not have the facility to keep these prohibited objects. Consequently, visa applicants are expected to make arrangements before their arrival at the Center.
Personal appearance: Once appointment has been set, visa applicants are required to be personally present for submission of their file at the TLS Contact Center.
Upon setting the appointment thru the call center or thru the TLS Contact website, an e-mail address is required for reception of the appointment confirmation letter. This letter will be requested once you enter TLS Contact Visa Application Center. A printed copy of the letter must be presented upon arriving at the center, along with your visa application file.
Visitors or companions are not authorized to enter except for those with prior authorization from the consular authority.
On the day of your appointment, do not forget to bring
- Printed copy of your appointment confirmation;
- Documents required for the visa application arranged in order according to the checklist;
- Visa fees and service fees.
Procedure at the Visa Center
Upon entry at the visa center, the security officers will check:
- Your appointment confirmation letter;
- Your passport: the passport number must be identical to the indicated passport number in the appointment confirmation letter.
Waiting room
On your arrival at the waiting room, you must go to reception and wait to be called by your France Visas reference number. The following optional services are available: photography (for a fee), photocopying and self-service access to the France Visas and TLS Contact websites.
Reception
At the reception area a TLS Contact agent will verify if your files correspond to the checklist of documents provided by the French consular authority.
TLS Contact agents are not authorized to give opinion on the file or take a decision which is only done by the consular authority.
If your application files do not correspond to the checklist of documents (missing documents), you have the decision to withdraw your application to allow you to complete your application and return to the center on another day, after having set another appointment. Non-submission of visa application does not require payment of service fees.
If you wish to continue to submit an incomplete application, you are requested to sign a document that indicates the incompleteness of your application, specifying those lacking.
Submission of a complete application does not automatically signify that the Consular Authority will issue the visa applied for.
Biometrics
Your photograph will be taken and your digital fingerprints will be collected at the biometrics booth.
Children under 12 years: Children under 12 years are exempted from biometrics; however, their presence is mandatory for photograph taking.
Their application must be presented by one of their parents or a person in possession of a parental authority. Photograph must conform to the rules of OACI if the child's photo is to be scanned.

You can follow the progress of your request from your France-Visas account, under "My applications".
Passport retrieval
Thru courier: if you have opted to pay for courier service during your submission of visa application, an envelope containing your passport (and, when applicable, documents returned by the Consular authority) will be sent directly to the address you indicated.
In person: presentation of a copy of your passport and receipt of your submission of visa application at TLS Contact.
Thru a representative: an authorization from the visa applicant, an identification of the representative, the receipt issued to the visa applicant by TLS Contact.
Particular situations
1st step : introduction of the visa application on France-Visas website
You must fill out the online application form and print it.
2nd step : Pre consular interview with Campus France
Students wishing to apply for a long stay student visa must book an appointment with the Campus France representative in the Philippines prior to applying for the visa at TLS Contact. To read the full process on Campus France website, please click here.
At the end of the interview, your visa application form will be stamped to validate the process.
3rd step : Apply for the visa with TLS Contact
You must book an appointment with TLS Contact. Don't forget to bring your visa form duly stamped together with the required documents on the submission day.
Holders of diplomatic passports can apply for visas directly with the consular services of the French Embassy in the Philippines.
Visas issued to official passport holders in the course of their duties are free of charge.
Republic of Palau and Republic of Marshall Islands nationals can travel in the Schengen area without a visa for 90 days within a 180-day period. This exemption applies to all grounds of stay, including travels for compensated activity.
On the contrary, visa exemption does not apply to businessmen, athletes, and artists who will perform an activity on an ad hoc basis, to journalists sent by the media of their country of residence, and expert trainees within a business group.
Important note: although exempted from visa, Republic of Palau and Republic of Marshall Islands nationals who will travel to perform compensated activities in France, nonetheless, have to provide a provisional work authorization in cases in which it is arranged by French rules and regulations.

Fees
Fees paid upon submission of your application are composed of:
- Visa fees set by the French administration for the processing of your application. The fees are indicated in euros. Fees collected are retained by the administration, likewise in the case of visa refusal;
- Service fees set by TLS Contact when you submit your application at the external service provider. Service fees are based on local currency equivalent to 25 euros per application submitted and are non-refundable, except if the applicant decides to withdraw his/her application before the acquisition of biometrics.
Optional service fees are also offered to visa applicants. Service fees must be paid in cash at the visa application center upon submission of application. You must ensure that you possess the necessary amount before arriving at the Center.
