Apply for a visa for France in Suriname
The embassy of France in Suriname only issues visas for its overseas territories* and long term visas (more than 3 months) for France (mainland).
Short stay Schengen visas for France (less than 3 months) are issued by the Embassy of the Netherlands in Suriname, via the VFS Global office in Paramaribo.

* France (mainland in Europe) and Overseas territories: Insofar as the French Overseas Departments (Guadeloupe, Martinique, Guyana, Reunion, Mayotte) as well as the French Overseas Communities (French Polynesia, Saint-Pierre -et-Miquelon, Saint-Barthélemy, Saint-Martin, Wallis and Futuna, New Caledonia) are not part of the Schengen area, the French Embassy is the only competent authority to issue long stay visas but also short stay for these destinations.
